Research Fellows/Consultants to Develop Institutional Policies
About CALR
The Centre for Applied Legal Research (CALR) is a research institute duly registered in accordance with the Laws of Zimbabwe. Established in 2010, CALR is essentially a community of legal scholars, engaged in undertaking applied legal research and the provision of legal advisory and training services in Zimbabwe and the Southern Africa region. CALR houses legal researchers (including legal academics and retired Judges) with a variety of skills ranging from legal analysis to legislative drafting in diverse areas of the law. To further its mandate CALR seeks to engage research fellows/consultants to assist with development of institutional tools and policies for targeted clients.
Key Roles and Responsibilities
The Research Fellows/Consultants will be expected to review and develop the following institutional tools and policies which includes but not limited to:
- Board Charters and/or constitutions;
- Human Resources Manuals;
- Strategic plans;
- Monitoring and Evaluation frameworks;
- Staffing Plans and Skills;
- Operational Procedures Manuals;
- Financial Policies and Procedures Manual;
- Procurement Policies;
- Resource Mobilization strategy;
- Security Policies and Procedures;
- Risk assessment and security plans;
- Crisis Management Plans;
- Business continuity plan;
- Recovery strategies and plans;
- IT Policies and procedures;
- Risk Management Policy;
- PSEA Polices;
- Fraud Detection and Anti-Corruption Policies;
- Gender Equality Policies;
- Environment Policies e.t.c.
N.B – Expected deliverables and required institutional policies will be determined on a case-by-case basis.
Qualifications and experience required
The prospective candidates:
Have at least a Master’s Degree in a relevant field; at least five years professional experience in development and drafting of institutional tools, project management; demonstrated experience in working with government partners and other stakeholders in public sector development programs especially in the area of institutional strengthening; high level written and oral communications skills in English; Skills in facilitation of stakeholder engagements/workshops; evidence of having undertaken similar assignments; experience in research, institutional policy development, management and programming-related work.
